Hailu T Dhufera is a physician, health economist, and public health leader focused on building the financing systems and policy architecture that make quality healthcare sustainable and equitable. His work combines evidence-based policy design, health financing reform, and systems-level strategy to translate research into implementable solutions at national scale. He holds an MD, an MPhil in Global Health, and a DrPH in Decision Science and Health Financing from Harvard T.H. Chan School of Public Health. Before founding Synora Health, Dr. Dhufera spent over a decade at the forefront of Ethiopia's health system transformation through senior roles at the Clinton Health Access Initiative, the Ministry of Health, the World Health Organization, and Harvard, working across strategic purchasing, insurance reform, provider payment design, and health financing policy. Alongside his implementation work, he serves as Instructor at Harvard T.H. Chan School of Public Health and Adjunct Professor at Jimma University. His research has been published in The Lancet and other peer-reviewed journals, and he is the recipient of seven Harvard fellowships and awards. He founded Synora Health with a belief that the infrastructure connecting providers, payers, and patients is not a back-office function but the foundation on which equitable healthcare is built, and that foundation does not yet exist in Ethiopia at scale.

Alongside his design work, Abreham brings hands-on experience in operations management, people leadership, and customer engagement, coordinating teams, managing service delivery workflows, and maintaining strong relationships with clients and institutional partners to ensure consistent, high-quality outcomes. He joined Synora Health with a belief that access to quality healthcare depends not only on clinical care, but on the strength of the systems connecting providers, patients, payers, and institutions — and a commitment to building coordinated, scalable healthcare infrastructure across Ethiopia.
